Order Setting Status Hearing for April 23, 2020
IT IS HEREBY ORDERED that there will be a quarterly status hearing on Thursday, April 23, 20 at 10:00 a.m. in Courtroom 14-South to provide the parties and the Monitor with an opportunity to update the Court on the status of implementation of the Consent Decree. A Summary of the City’s Compliance with the Year Three Workplan During the Reporting Period
The following chart reflects the status of the City’s compliance with the Year Three Workplan during the reporting period. Specifically, it assesses whether Year Three stated goals were complete, incomplete, in progress, or in need of prioritization as of March 31, 2019, the last day of the reporting period. For tasks required to be completed by March 31, 2019, “complete” indicates that the City has achieved the relevant milestone, while “incomplete” signifies that the City did not meet the stated completion date and must work to do so as soon as possible.
The City was not obligated to meet deadlines with stated completion dates after March 31, 2019. However, where the City has already commenced work on tasks that must be completed during the next reporting period, the Monitoring Team notes that the relevant task is “in progress.” On the other hand, where it appears that the City made little or no progress on a specific task, and that the lack of progress may thwart the City’s ultimate ability to meet the stated deadline during the next reporting period, the Monitoring Team highlights this as an area “to prioritize.” The Monitoring Team recommends that the City make a significant, concerted effort to address “incomplete” and “to prioritize” tasks during the next reporting period. Information about whether the City met the deadlines for tasks with stated completion dates between April 1, 2019 and September 30, 2019 will be contained in the Monitor’s Fall 2019 Status Report.

MEMORANDUM IN SUPPORT OF JOINT MOTION TO MODIFY PARAGRAPHS 80, 81(a), 115, AND 341 OF THE CONSENT DECREE
The United States of America and the City of Ferguson (“Parties”) jointly file this Memorandum in Support of their Motion to Modify Paragraphs 80, 81(a), 115, and 341 of the Consent Decree filed in this case. As set forth below, modification of these four provisions is appropriate because the modifications agreed to by the Parties are consistent with the intent and purpose of the original provisions, and will provide greater clarity to Ferguson Police Department (FPD) officers as they carry out their duties. The Parties have consulted with the lead Monitor, who supports the proposed modifications.

Consent Decree – April 19, 2016
The United States of America and the City of Ferguson (collectively, “the Parties”) enter into this Consent Decree (“Agreement”) with the shared recognition that the ability of a police department to protect the community it serves is only as strong as the relationship it has with that community.
The provisions of this Agreement are meant to ensure the protection of the constitutional and other legal rights of all members of the community, improve Ferguson’s ability to effectively prevent crime, enhance both officer and public safety, and increase public confidence in the Ferguson Police Department (FPD).

This document provides a short summary of the Monitor’s spring 2018 status report. Notably, the report does not discuss all areas of the Consent Decree. Rather, it discusses six priority areas identified by the City of Ferguson and the United States Department of Justice (collectively referred to as the “Parties”) as well as other specific areas of the Consent Decree on which progress toward compliance has been made.
